HIPAA Safe Harbor
The HIPAA Safe Harbor provision is a method of de-identification of protected health information. De-identification is the removal of specific information about a patient that can be used alone, or in combination with other information to identify them.
Because encrypted data cannot be read without approved access (the encryption keys), it represents lawful HIPAA-endorsed Safe Harbor against fines in the event of a breach.
